I rather doubt if it is necessary
for Mr. Lowing, if he is to be regarded as a
British subject, to show that he was a Chinese
subject before 1898, if he can also show that
he was inhabiting the leased territory at the
time of its cession.
It will in any case, however, be
necessary for him to obtain confirmation of
his statement that he was born in Kowloon Tong
in 1885, und we must accordingly refer to the
Governor.
